He’s a third-generation military veteran. Son of a first generation Japanese immigrant and only Asian American Pacific Islander (AAPI) candidate in the race for Assembly. Lifelong Democrat and Dublin’s first openly gay City Councilmember whose been keeping promises and delivering results for Alameda County families.
After losing his mother, Shawn stepped up to become legal guardian to his younger brother. They planted roots in Dublin, but with out-of-control housing costs keeping families from homeownership, Shawn made affordable housing his mission.
In 2018, Shawn was elected to the Dublin City Council. He promised to build more transit-oriented affordable housing for seniors and low-income residents, and Shawn delivered with over 1,000 new units. He promised he’d stand up for small businesses, and Shawn delivered by helping local small businesses stay afloat during the pandemic, expanding good-paying union jobs, and making his city safer. And Shawn promised to respect our tax dollars, and he delivered again by balancing his city’s multi-million dollar budget every year and earning the highest possible credit rating.
Today, Shawn is the only elected official in the race and has a real record of delivering results and would make history as the first openly gay member of the Assembly from this district. Shawn's broad appeal - with endorsements from local democratic clubs and civil rights organizations to the Chamber of Commerce - demonstrates he’s the only candidate with the right experience to deliver for you in Sacramento.

Shawn Kumagai is a life-long Democrat and would be the first openly gay and Asian American elected to this Assembly seat. As a young man in the Navy, Shawn served under the discriminatory “Don’t Ask, Don’t Tell” policy. He made history as the first openly-gay person elected to the Dublin City Council. Shawn has made affordable housing his mission, as well as fighting climate change and creating good-paying union jobs.

Shawn Kumagai is endorsed by local labor unions and democratic clubs, grassroots housing organizations, and LGBTQ advocates because he is a principled progressive leader who can get things done. He will make affordable housing, fighting climate change and creating good-paying union jobs his top priorities in the Assembly.
Shawn will keep taxes low and manage our tax dollars responsibly. As a city council member, Shawn balanced his city budget every single year leading his city to receive the highest credit rating awarded. He prioritized funding for public safety, road maintenance, and parks and recreation. And when COVID hit, Shawn championed $1 million for small businesses to stay afloat.
Shawn is a champion for choice! Shawn was an early and staunch supporter of Prop. 1 to enshrine Roe v. Wade into the California constitution; joined with the Chair of the Assembly Select Committee on Reproductive Health, Assemblymember Rebecca Bauer-Kahan, to pass critical pro-choice legislation; and has a 100% rating from Planned Parenthood Advocates Mar Monte for his steadfast pro-choice record.
Shawn Kumagai has a common-sense approach to public safety. As a Councilmember he strengthened gun safety
ordinances and made Dublin one of the safest cities in California. He has always put the community’s safety over politics and supports investing in first responders.
Shawn Kumagai will lead with strength AND compassion on homelessness, taking back our public spaces for children and families by moving people out of tent encampments and illegally parked RVs and into housing now, and by passing a conservatorship law to mandate hospitalization and long-term treatment for homeless who are mentally ill and addicted. And Shawn was an early supporter of Governor Gavin Newsom’s groundbreaking CARE Courts program.
Shawn Kumagai can be trusted to deliver results on the things that matter most, because he already has. As a Dublin City Council member, he passed multiple all-affordable housing projects close to BART, increased affordable housing for seniors, delivered $1 million in small business rent relief, secured 100% renewable energy for residents, and partnered with labor to increase jobs and support apprenticeship programs.
